Setúbal in late February sits at the mouth of the Sado estuary, south of Lisbon across the Tagus, in the mild damp end of a Portuguese winter with afternoons around 15C. It is a working fishing and port city rather than a resort, backed by the Arrábida hills and facing a peninsula of open beach. For a security and privacy conference it offers a quieter setting than the capital, an hour away.
Lisbon Airport (LIS) is the gateway, roughly 45-60 minutes from Setúbal by road across one of the Tagus bridges. Frequent buses run from Lisbon's Sete Rios and Praça de Espanha terminals, and suburban trains connect via Barreiro or the Fertagus line across the 25 de Abril bridge. Within Setúbal itself, the centre is comfortably walkable.

Hotel and university Wi-Fi in Setúbal is adequate, though speeds fall short of Lisbon's. Mobile coverage along the estuary and in the Arrábida hills is patchy in places. Serra da Arrábida. A limestone range dropping directly into the sea west of the city, with white cliffs, protected scrubland and small coves such as Portinho da Arrábida. Convento de Jesus. A late fifteenth-century church whose twisted stone columns are the earliest surviving example of the Manueline style, predating Lisbon's grander examples. The attached museum holds regional painting. Around an hour, and it sits in the centre of the old town.
Sado estuary dolphin watching. A resident population of bottlenose dolphins lives in the estuary, and licensed boat trips leave from Setúbal's marina year-round. Winter sightings are good though seas can be choppy. Allow three hours, and book with an operator following approved wildlife distances.
Troia peninsula. A short ferry crossing from Setúbal reaches a long sand spit with Roman fish-salting ruins at its northern end and empty winter beaches beyond. The crossing itself gives the best view back to the Arrábida. Half a day including the ferry, which runs regularly.
