Which airport should I choose?
Haneda is significantly closer to central Tokyo, around thirty minutes. Narita has broader long-haul service but needs about an hour by express train.

It is within the season, and a passing storm can disrupt flights and trains for a day. Building a buffer around travel dates is sensible.
Do I need cash in Tokyo?
