Reagan National (DCA) if you can, since the Metro ride downtown takes about 20 minutes. Dulles is roughly an hour by Silver Line, and BWI needs a commuter or Amtrak train into Union Station.
Do I need a car?
No. The venue, the Mall, Capitol Hill and the main restaurant districts are all walkable or one Metro ride apart, and downtown parking is expensive and scarce.
